The man in the comic, presumably an economist by the title text, is in a hotel, calling the front desk. He describes to the front desk the complex process of making M&M's - the farming, the processing, the manufacturing, the distributing, etc., and then is told by the front desk that they're in the vending machine down the hall. He goes to get them, and then sees that they are three dollars, a price he finds outrageous. The joke is simply that the economist, who knows how massively complex the process of making M&M's is, still gets angry at the price.

Yes, front desk?
I would like one farm to grow peanuts, one cacao, one cane sugar. Another should raise dairy cows.
I don't care where the farms are, but all the agricultural inputs need to be processed and then flown to a single candy production facility.
Now, I want a small pile of large individual peanuts to be shelled. Those individual peanuts are to each be uniformly coated with chocolate.
Upon the chocolate, place a half-millimeter thick candy shell, and listen to me, the shells should not all be the same color. They must be bright primary colors that delight my eye without altering the flavor .
Once they are ready, I require several dozen to be placed inside a sanitary yet biodegradable baggie designed to keep them fresh while fitting snugly in my hand!
In the machine down the hall? Very good, very good then.
Three dollars for m&ms?!
