Explanation
In democracies, elected officials typically have term limits to prevent them from gaining too much power over time. This is obviously less relevant to a power-hungry person, especially someone with supernatural abilities.
The fictional character Superman was actually written at first as a subversion of an ideal person with superior willpower imagined by the German philosopher Friedrich Nietzsche, which is also called a superman (Übermensch in German). It may be expected that someone with high ability in something would use their power for their own benefit, but the character Superman uses his talents and abilities to save people from threats such as supervillains (who resemble the original, philosophical superman more in their motivations). Implicitly threatening to violently stop the peaceful transition of power to another democratically elected leader is quite obviously not something that Superman from the original comic books would ever do.
