Explanation
The interjection "(you can) kiss my ass", also known as the Swabian salute, has a wide range of meanings, from a generic insult to "I disregard you or your opinion", but a pervert (who may be recognized as one through an epithet like "ass-grabbing") would likely (and probably intentionally) misinterpret this to mean "I give you permission to kiss my buttocks/anus". Evidently Ass-Grabbin' Frank did attempt to do this, as implied by the "note to self" in the caption. Physical contact would actually cross the border from sexual harassment to sexual assault, and maybe Frank was so excited about this prospect that he thought even less clearly than usual, thus being able misinterpret the insult accidentally instead of intentionally.
