Explanation

The adjective "high" is used figuratively to mean intoxication from a typically illegal non-alcohol substance, a "drug". A parent would certainly be disappointed and worried if their child used such a substance. The phrase "high on life" means "very happy", only instead of addictive chemicals, the cause for being high is simply living a good life. However, the boy depicted in the comic turns out to be more literally "high on life", using different lifeforms such as Colorado River toads and fly agaric mushrooms which produce chemicals that give him his fix.
